Ethics, Morals and Law in Public Policies:
A necessary cooperation

This work aims to discuss Ethics, Morals and Law with the background of public policies. The construction of the argument carried out here, part of the ethical theoretical framework defended by the philosopher Adolfo Sanchéz Vázquéz who bases his thought on the bases of the historical materialism of men inserted in a certain sociability that respond to the stimuli of that period. It is noted that in this way, morality, law and public policies (creation and execution) are also involved in real concrete situations. To elucidate our argument, we can revisit history by recalling certain issues that are morally accepted and protected by law that are currently unacceptable from a moral and legal point of view, such as slavery, the census vote and/or the holocaust. The article seeks to discuss the morals and ethics in the administration of public policy, above all, in relation to the norms referring to the role of the public servant, which after the promulgation of the 1988 Constitution had two principles; administrative morality and efficiency added to the existing ones. We can conclude that the proper functioning of public affairs is intrinsically related to the cooperation of all parties, being operationalized in the administrative sphere, legally protected and morally accepted.
