Abstract

This paper describes the sociopolitical process of insertion, consolidation, and transformation of the Peruvian political refuge during the period 1990-2020, based on two political coordinates: 1) the period of protected democracy (examining migration policies) and; 2) the social and political struggle for a new cons-
titution in Chile. It is essential to point out that there are not many academic works on the Peruvian refuge in the region that allow us to understand this aspect of the political dimension of contemporary Peruvian international migration. In this sense, the central purpose of this work is to explain the role of a sector of Peruvian refugee organizations and their political position in the aforementioned period, under the premise: “to migrate is a right”, which was from his first actions and until today, it is their political banner of protest.
