In the last 15 years, the role of indigenous peoples in various activities, especially economic ones, has increased. The current governments, indigenous organizations, as well as internal and external (non-indigenous) actors made decisions that affect indigenous peoples. The State issued certain norms of national and local scope that influenced and directly influence the development of indigenous peoples, mainly those that affect the organization, the use of territories and their worldview. There were also actions aimed at creating institutions for the care of indigenous peoples such as CONAPAA, INDEPA and the Vice Ministry of Interculturality. In this sense, the response of indigenous organizations to these state actions has been dispersed and regionalized.
